Universalization of Elementary Education and eradication of Adult illiteracy have been the most important basic goals of educational development in India since Independence. 

            Article 21 of our Constitution, deals with, provision for free and compulsory education for all children until they complete the age of 14 years. The National Policy of Education, 1986 gives more stress for the universalization of Elementary Education.

             Universalization of elementary education (UEE) consists of two aspects, namely-

  1.          i) Universal enrollment and retention    ii) Universal attainment.

             In other words we could term these two aspects as Numerical and Quantitative aspects of universalization goals. Universal attainment is the ultimate end, whereas universal enrollment and retention are the means to achieve the goal.

            To achieve UEE several inputs are required, out of which the following two are the important ones.

  1. i) Dedicated and competent teachers /instructors
  2. ii) Suitable academic and resource support to the teachers /   

              Instructors, which would comprise of 

  • Training, guidance and timely advice
  • Development of locally relevant learning materials and teaching aids
  • Evaluation   and Field studies,
  • Action research and experimentation for tackling the problems in achieving goals. 

Before the adoption of NPE, academic and resource support was being provided largely at National level and state level by Institutions like NCERT, NIEPA, SCERT etc. At the district level there were elementary teacher educational institutions, but their activities were confined mostly to pre service teacher education. At this stage, provision of supporting them in a decentralized manner became necessary and NPE and POA envisaged the addition of a third district level support system in the form of DIETs. 

            Hence, DIETs are established to provide academic and resource support at the grass root level for the success of various strategies and programmes being undertaken for the realization of universalization of Elementary Education. 

            The wings are as follows:-           

1)      Pre- Service Teacher Education (PSTE)

2)      Work Experience (WE)

3)      District Resource Unit (DRU)

4)      In-service Programmes, Field Interaction and Innovation Co-ordination (IFIC)

5)      Curriculum, Material development and Evaluation (CMDE)

6)      Educational Technology (ET)

7)      Planning and Management (P&M)

 

Though specific responsibilities are assigned to each wing, many of the programmes and activities of the DIET are conducted in coordination with other wings. Each wing is headed by a Senior Lecturer and Lecturers support the activities.

FUNCTIONS OF DIET :

  1. Training and Orienting the – 
  • Elementary school teachers (both pre-service and In-service)
  • Heads of the institutions, Heads of School complex, Block level education officers
  • Instructors of Non formal and adult education
  • School Development and Monitoring Committee members
  • Faculty of Block Resource Centers and Cluster Resource centers 
  1. Academic and Resource support for
  • Conducting academic activities and interaction at the field level
  • Learning centers and  teachers
  • Development of local specific curriculum, teaching aids and evaluation tools. 

Action research and experimentation on specific problems of the district in achieving the objectives in the areas of elementary education.
